Social worker struck off / Gwahardd gweithiwr cymdeithasol

Emmanuel N Abeti has been struck off the HCPC Register on the grounds of misconduct and conviction whilst registered as a social worker.

A panel of the HCPC Conduct and Competence Committee heard that Mr Abeti was convicted at Cardiff and the Vale of Glamorgan Magistrates’ Court on 12 December 2012 of driving a motor vehicle whilst over the drink-drive limit. He was further convicted on two separate occasions in 2013 of two counts of driving whilst disqualified and two counts of driving whilst uninsured.

The Panel further heard that Mr Abeti did not disclose his convictions to the HCPC during his registration process, instead only informing the HCPC via email at a later date.

Panel Chair Polly Clarke commented:

“The Panel noted the complete lack of any acknowledgement by Mr Abeti of the seriousness of driving with excess alcohol or driving when disqualified and uninsured. The Panel considered that there remained a risk of repetition given the number of convictions for similar offences within a twelve month period and the lack of any evidence of remediation.”

The Panel ordered for the name of Emmanuel N Abeti to be struck off the HCPC Register.

Mr Abeti was neither present nor represented at the hearing.

Clywodd panel o Bwyllgor Ymddygiad a Chymhwysedd Y Cyngor Proffesiynau Iechyd a Gofal fod Mr Abeti wedi’i euogfarnu gan Lys Ynadon Caerdydd a Bro Morgannwg ar y 12fed o Ragfyr, 2012 o yrru cerbyd modur tra’r oedd dros y terfyn yfed a gyrru.  Fe’i cafwyd yn euog hefyd ar ddwy adeg wahanol yn 2013 o ddau gyhuddiad o yrru tra’r oedd wedi’i atal rhag gyrru ac o ddau gyhuddiad o yrru heb yswiriant.  

Clywodd y Panel hefyd nad oedd Mr Abeti wedi datgelu’i euogfarnau wrth y Cyngor Proffesiynau Iechyd a Gofal yn ystod ei broses gofrestru, ac yn lle hynny, fe wnaeth hysbysu’r Cyngor Proffesiynau Iechyd a Gofal drwy e-bost yn ddiweddarach.

Dywedodd Cadeirydd y Panel, Polly Clarke:

“Nododd y Panel y diffyg llwyr o unrhyw gydnabyddiaeth gan Mr Abeti o ddifrifoldeb gyrru â gormod o alcohol neu o yrru wedi’i atal a heb yswiriant.  Ystyriodd y Panel fod yna risg yn parhau o aildroseddu, o ystyried nifer yr euogfarnau am droseddau cyffelyb o fewn cyfnod o ddeuddeg mis a diffyg unrhyw dystiolaeth o adferiad.”

Gorchmynnodd y Panel i enw Emmanuel N Abeti gael ei dynnu oddi ar Gofrestr Y Cyngor Proffesiynau Iechyd a Gofal.

Nid oedd Mr Abeti yn bresennol yn y gwrandawiad nac yn cael ei gynrychioli yno.

6. The HCPC regulates social workers in England. Social workers in Northern Ireland, Scotland and Wales are separately regulated by the relevant Care Council in that country.
